However, this work has faced severe institutional resistance. On May 28, 2026, a Quebec Superior Court ruling applied a vexatious litigant order against Mr. Samuels.

This measure does not only affect him personally—it also prevents him from pursuing legal action on behalf of others and limits his access to important justice mechanisms.

  • Total Court Ban: Bars Mr. Samuels from accessing Quebec courts to file civil rights claims.
  • Tribunal Blockade: Cuts off access to statutory bodies, including the Commission des droits de la personne et des droits de la jeunesse (CDPDJ) and the Tribunal des droits de la personne (TDP).
  • Freezing Essential Funds: Prevents access to a $44,000 human rights compensation claim endorsed by the CDPDJ, funds intended as seed funding for a Canada-wide advocacy organization.
